The Broadband Deployment Board has allocated 30% of the State High Cost Support Mechanism (HCSM) funds for critically unserved areas across the state of Colorado. Critically Unserved, as defined in HB 21-1109, means “A household or area that lacks access to at least one non-satellite provider of broadband internet service delivered at measurable speeds of either at least ten megabits per second downstream and one megabit per second upstream or at measurable speeds at least equal to one-half of the minimum measurable speeds that qualify as broadband under the FCC definition and rounded up to the nearest whole number, whichever is faster.”
Today, we are releasing the Draft Critically Unserved Areas Map for public review. The map is subject to a seven (7) day comment period for stakeholders to comment on the identification of Critically Unserved areas and challenge the identified areas in the map. The map is based on the most recent FCC Broadband Data Collection (BDC) data, as well as additional data collected by the CBO.

Please use the Critically Unserved Areas Comment & Challenge Form to provide comments or challenges on the identification of Critically Unserved areas in Colorado. The seven (7) day comment period closes June 14, 2023 at 11:59 p.m. MDT. After this deadline passes, CBO will take an additional seven (7) days to review, respond and finalize the map before publishing a final version.
All stakeholders are encouraged to review the map, especially if they are considering submitting an application with a critically unserved project area into the Summer 2023 Grant Cycle or may have corrections to the map.
