Broadband Technical Assistance Program
What is the Technical Assistance Program?
Eligible entities and grantees in communities across the state may not have the resources to fully leverage federal funding opportunities. Through this program, we provide the essential support needed to secure and manage these once-in-a-generation grants.
We're excited to announce a new variation of the Technical Assistance Program, Cybersecurity and Supply Chain Risk Management (SCRM) to help CPF grantees meet the mandatory federal cybersecurity and supply chain security standards associated with their grant.
The NTIA requires that subgrantees have an operational or ready-to-be-operational plan based on specific federal frameworks:
- Cybersecurity Plan: Must align with the NIST Cybersecurity Framework and NIST Executive Order 14028 controls.
- SCRM Plan: Must align with NISTIR 8276 and NIST 800-161 practices.
Who is Eligible?
The initial phase of the program is available ONLY to grantees who received funding through the Capital Project Funds (CPF) program.
How does the Program Work?
CBO will review applications to the program from eligible entities and select awardees. The State of Colorado will contract with a vendor and match a vendor with an awardee to provide technical assistance services. Please note: no direct funding will be provided directly to awardees.
How to Apply
We highly encourage all CPF grantees to apply now. Applications are reviewed on a rolling basis.
You must complete two steps to apply:
- Fill out the Google Form: Technical Assistance Program: Cybersecurity and Supply Chain Risk Management.
- Complete the Intake Form: Download, fill out, and email the Grantee Technical Assistance Intake Form to oit_advance_cbo@state.co.us.
Next Steps After Applying
The CBO will match your organization with a qualified Cybersecurity and SCRM expert/contractor based on your specific grant needs. This expert will then contact your primary point of contact to schedule a mandatory one-hour scoping meeting to start the assistance.
In 2023 and 2024, the Technical Assistance Program awarded $540K in funding to support local governments that lacked the staff or resources to apply for broadband grants.
