Broadband Policy Work
We provide information, promote discussion and prepare recommendations on broadband policy. We want to make sure that all voices are represented in our discussions and recommendations. Ensure that your community is engaged with the Colorado Broadband Office by:

Understanding HB14-1328 and HB24-1136
The Broadband Deployment Board, established through HB14-1328, was created to implement and administer the deployment of broadband service in unserved areas of the state by awarding grants through the Broadband Fund to eligible applicants. HB21-1109 moved the Broadband Deployment Board from the Department of Regulatory Agencies to OIT. This change was codified in C.R.S. 24-37.5-119(5)(a).
The Broadband Deployment Board and Broadband Fund were sunset on Sept. 1, 2024. HB24-1336 repealed C.R.S. 24-37.5-119 and enacted C.R.S. 24-37.5-905 which transferred the function of awarding HCSM grant money to the Colorado Broadband Office. Pursuant to HB24-1336, the CBO is preparing a new grant program, the Advance Local and State Dollars program.
Understanding SB05-152 and SB23-183
In 2005, the Colorado General Assembly passed Senate Bill 05-152 (SB05-152), which excluded local governments from entering into the broadband market and prohibited most uses of municipal or county money for infrastructure to improve local broadband service without voter permission.
On May 1, 2023, Governor Polis signed SB23-183 (Local Government Provision of Communications Services), which eliminated SB05-152. SB23-183 enables Colorado’s local governments to provide, or partner to provide, broadband internet service without having to pass voter referendums
